The water meter is a device designed to measure the water consumption of a single user, whether domestic or commercial, and consequently serves to establish the amount of costs to be paid reported in the bill. Furthermore, it is a single device that is installed at the point of connection between the water pipeline of the aqueduct and that of the plant relating to the user to which it is assigned; this means that the meter measures the water consumption in its entirety.



Therefore, there are no separate devices, such as the hot water meter and the cold water meter , because it is not the water temperature but the quantity consumed that affects the water cost.

Water meter how it works


The water meter can be of two types, mechanical or digital, but the principle of operation remains the same for both. Inside, in fact, there is a small turbine; every time a tap is opened, or a household appliance or boiler draws water, the latter passing inside the meter turns the turbine and activates the mechanism that counts the liters consumed.

The meter mechanism is based on the water flow rate of the meter; the greater the flow of water that passes through it, the faster the turbine turns, consequently the calculation of the cubic meters of water is performed in proportion to the flow rate of the device and the speed with which the water passes through it.



The only substantial difference that exists between the mechanical and digital models, therefore, is that the former are equipped with an analog dial with a series of indicators while the latter have a liquid crystal display.


Water meter positioning regulations


Normally the water meters must be installed inside the houses, in positions agreed with the Water Service Manager; however, it often happens, especially in condominium buildings, that these are positioned outside the home or even on the property border, usually within a niche, in order to be protected from frost and easily accessible by the technicians in charge checks and periodic readings.

The water meter can be installed only and exclusively by technicians appointed by the Water Service Manager, as is also the case for gas and electricity meters. Like the latter, moreover, its installation is mandatory in the event of a request for water supply.

Apart from the installation, then, the user of the supply contract is strictly prohibited from physically intervening on the meter, with the wrench , with other hand or electric tools of any kind, neither to tamper with nor to remedy any failures or device malfunctions.



Therefore, in the event that the meter should break or stop, the user to whom it has been assigned is obliged to immediately contact the Water Service Manager to report the failure. The Manager will in turn send a technician to the site as soon as possible.


It is important to underline this aspect, because the water meter is equipped with special anti-tampering seals, if at one of the visits by the technician the seal should be broken, you could run the risk of fines or even penalties.

The installation is made from scratch in case of new users, but it could also happen the case of a takeover, or the purchase or rental of a property where the meter is already installed; in fact, upon termination of the previous contract, the Water Service Manager closes the meter and applies further seals, when the new owner, or tenant, takes possession of the house and requests an ordinary connection with relative supply contract, within two or three days the Operator sends a technician to remove the seals and thus enable the supply of water.

For the connection request, you must provide the Manager with your personal data, the substitutive declaration, the cadastral data of the property and the serial number of the meter installed in the home, which is usually shown on the metal edge of the dial or printed on the same.

How to read the water meter


As we mentioned earlier, the counter can be of two types: mechanical or digital. The mechanical counter dial is analog and has a window similar to that of the analog odometers found on older cars. Here some of the numbers are black while others are red, the latter are used to indicate the decimal digits, while the black numbers are integers. Just to give a practical example, therefore, if the meter shows the numbers 00468 057 it means that the quantity of water consumed up to that moment is 468,057 cubic meters of water.

The same goes for digital meters; in that case the digits are all black since the display is liquid crystal, but the comma also appears on the screen and the outline of the window where the decimal digits appear is outlined in red. To carry out the reading, therefore, all you have to do is write down the total number of cubic meters indicated in the window.

How to convey the reading


The reading must be made and transmitted to the Water Service Manager at least once a month, in this way the amount of the bill can be calculated on real consumption and not on estimates of average annual consumption, which are often far from reality and lead to payment. of adjustments from excessive amounts.

To transmit the reading, there are various options, also depending on the Operator; the most common solution is communication via telephone, or via SMS, by calling the number indicated on the bill, but it is also possible to do so personally by going to the counter of one of the closest offices.

The simplest solution, on the other hand, which is also becoming the most widespread by now, is to connect to the Manager’s website and communicate the reading directly through the appropriate chat or through the dedicated section, after logging in with your own User data.
